Return and Exchange Policy

Since 1984, when PCCA was established, it has always been our policy to only handle and offer the very best product lines in terms of quality and cost value. This commitment to quality includes a general no questions asked return policy for any new product you order from PCCA.

Pipe tobacco is regulated in some ways like food, in as tampering or opened tins are not considered returnable unless defective on receipt.

1. Basic Policy for Returns or Refunds: Any order you place with PCCA is warranted to meet "your standards" meaning that if you are not happy with the product after you have a chance to feel and touch the products you can return part or all of the order for a full refund of the full purchase price, less the shipping charge, within 7 days of receipt of the order by you. Shipping charges are not refundable for any reason.
    
2. Pipes, lighters, writing pens and other products including unopened tins of tobacco may be returned for any reason within 7 days of your receipt as long as the products are new and unused. Returned items must be in the same new condition they were in when shipped to you such as pipes must be unsmoked and pens must be un-dipped and never filled. Shipping charges are not refundable for any reason.
    
3. For all product lines that are found to be defective or need warranty service, either after the 7 day return period or after you have used the product, these items are covered by the manufacturers warranty, usually for 1 year. PCCA will work with you on warranty claims to the best of our ability. Please note that once an item purchased has been used it is no longer available for the 7 day no questions asked refund policy.
    
4. Opened tobacco tins are not available for refund or exchange unless defective when first purchased, such as mold. PCCA does not warrant tin tobacco sold as Vintage older tins, or once any tin tobacco has been cellared or stored by the buyer due to factors beyond our control such as storage conditions, heat, humidity, etc
    
5. Any product sold "as is" or through our eBay auction offers are not covered by these return policies. Examples of this would be Estate pipes (used) when offered, vintage or collector tobacco or tins, close outs sold "as is" or vintage writing pens, new or used. 
    
   
6. Estate Pipes, being those pipes sold as used and reconditioned, when offered are offered "as is" with no warranty of any kind pertaining to burn out, taste or any other factor once you accept the used pipe in its presented condition. Estate pipes are covered under the no question asked full refund policy (less shipping) if returned in its original condition, meaning unsmoked & unused.

   Payment Options

   Payment options for products are primary credit cards, MasterCard & Visa. Debit cards and gift cards that use the Visa or MasterCard logo can be used as a primary credit card. In addition to credit cards, we accept Personal Checks, Bank issued checks (10 day hold on all checks), and Money Orders.  Payment through American Express has been discontinued as of 3.1.09. Our direct merchant accounts for MC/Visa have been discontinued as of 3.31.08 PayPal has been added as a option as of 1.01.09

   Please understand that 99% of the pipes offered on this site are unique one of a kind items. All products are subject to prior sale, meaning that the first time stamped PAID order received will "win" the pipe should several orders arrive at the same time for the same item.  We will make every effort to mark "SOLD" on an item as soon as it is confirmed sold, however this is not always possible with traveling, weekends, shows, etc.

   All Pipe Tobacco Orders must use USPS for USA delivery as UPS and FedEx both no longer allow shipments of retail tobacco product shipments to private buyers.

   As of September 2008 we no longer offer UPS and FedEx Shipping

   Retain rights to refusal of service for abusive behavior

   In any business open to the public there seems to be a very small percentage of the public that delights in abusing retailers, sellers and service people. Considering our business is not "politically correct" we get our share too.

   Although the number of contacts is very small over all, I'm going to state this "in writing" so that there is no misunderstanding:

   "PCCA retains the right to refuse service or offer the sale of listed products to those that seem to take delight in abusing us by email or otherwise".  Its as simple as that...
